Michael Frank Billings CEO & Managing Partner
Michael brings more than twenty five years of progressive administrative and executive experience spanning the private, public, and higher education sectors. Over the past eighteen years, he has served in senior academic and administrative roles at two large public post-secondary institutions — including Adjunct Professor, Department and Division Supervisor, AVP, Special Assistant to the College President, and Vice President for Administrative Services.
As the company’s CEO and a managing partner, Michael has drawn on these experiences to assemble a team of education professionals and software engineers and to help develop Apogee Workflow as a best-practice platform for integrated strategic planning and fiscal budgeting in higher education.
John SantichManaging Partner
John is an experienced software architect and applications developer with a demonstrated history of working in the computer software industry and higher education. His experiences as an application developer includes higher education, non-profit, government and private enterprise applications.
John brings deep expertise across modern software languages and database platforms, with extensive experience in application development, systems integration, and enterprise architecture. He is highly proficient in JavaScript, C#, and SQL, and played a central role in the design and development of Apogee Workflow. As a co-founder and managing partner, John provides both technical leadership and strategic direction for the platform’s continued growth and innovation.
Debbie Ferguson Managing Partner
Debbie brings deep expertise in enterprise architecture and is highly proficient in Java, JavaScript, C#, and SQL. As a co-developer of Apogee Workflow, she played a leading role in the platform’s design and development.
Her application development experience includes solutions for higher education, non-profit organizations, government entities, and private enterprise.
Debbie serves as a co-founder and managing partner, providing technical leadership and guiding the company’s strategic direction.
Dr. Donald Astrab Senior Advisor & Consultant
Dr. Astrab is a seasoned, multidisciplinary, results oriented executive. He earned a B.A with a dual major in Chemistry and Biology from S.U.N.Y College at Oswego, Master of Public Health and Ph.D. from the University of Hawaii.
Don brings more than twenty years of teaching and executive leadership experience in higher education, having served in key roles including Department Chair, College-wide Dean, Chief Learning Officer, and College President. He has a proven record of success in building partnerships, and advancing strategic planning initiatives. Dr. Astrab serves as an active member of the company, providing strategic consultation and advisory support to Apogee Workflow.
